Description of manuscript content:
Allowance to enter the rain. The Buddha stayed at the Veluvanna Monastery in Rājagaha. At that time (the use of) a rains-residence for monks had not come to be laid down by the Buddha. So monks walked about in the cold and hot weather and when it was raining. The people looked down on this and criticized the monks. The monks heard this and told the Buddha about this matter. Then the Buddha having given reasoned to talk, addressed the monks, saying: “I allow you, monks, to enter upon the rains.”
