The text mentions the establishment of the Vinaya rules for bhikkhus. In the Buddha’s time in Alavi city, a Venerable Priest instructed the people in the Dhamma. Many people attended the preaching. After preaching, new monks and lay people lied down together in the same place. Some were breathing hoarsely and others were naked. When people saw this, they were blamed for this. When the Buddha realized this, he prescribed the prohibitions that when a bhikkhu lies together with an unordained person for more than three consecutive nights, it was to be confessed.
