Phra dhātu kathā (discussion with reference to the elements) is the name of the third book of the seven Abhidhamma books. It was expounded by the Buddha in Tavatimsa heaven. Dhātu (element) is defined as that which bears its own nature. This implies that elements are not living beings and are not concerned with them.
