The text explains the self-determination of a bhikkhu (monk) in using robes and alms-bowls which is a prior activity that a new monk has to conduct after his ordination ceremony. The process involves applying three small black dots (kappabindu) on a new robe to make it lawful. If a monk uses the items without making the small black dots, he must confess it.
